The Karachi Water and Sewerage Corporation (KW&SC), Pakistan’s leading public sector utility, serves the people of the Karachi metropolitan area and is responsible for ensuring clean, safe drinking water and sewerage services to the public. Enacted under the Karachi Water and Sewerage Corporation (KW&SC) Act 2023, which envisions organizational reforms and transforms the culture towards full corporatization and a performance-based work environment.

KW&SC is looking for talented operations engineers to work in the capacity of Deputy Managers. They will manage its water and sewerage services and shall serve as the primary focal person at the Town and Division level to improve service delivery standards. They will be responsible for smartly managing operations, strengthening coordination at the municipal level, and engaging with community stakeholders.

Key Responsibilities

The Deputy Manager will be responsible for performing the following tasks:

Provide technical input in the preparation of the operational plan and implementation method.
Supervise day-to-day water supply and sewerage service delivery in the town, including monitoring pipe network operation.
Oversee overall maintenance of the existing pipe network, especially weak segments and faulty/defective components of the existing water & sewerage network causing hurdles in improved operations.
As Deputy Manager at Town level, digitalize current data on the portal and share it with planners/reform managers for an improved service profile.
As Deputy Manager at Divisions, assess the capacity and betterment in operations based on reports prepared on the digital portal, and share with the Manager Town.
As Deputy Manager at Divisions, collect/transfer data on the IT portal and prepare operational reports for submission to management for the arrangement of resources, in consultation with KW&SC engineers.
Since KW&SC engineers are heavily involved in public dealing, attending day-to-day complaints and meetings with various stakeholders and organizations/administrative institutions at the district/city level, the Managers at Towns & Divisions will perform any task assigned to them by the concerned KW&SC engineers.
Ensure tasks are acquired with fixed milestones.
Organize awareness campaigns on water conservation, hygiene, and complaint registration.
Use modern techniques and instruments for repair and maintenance works required to keep network operations smooth.
Submit a weekly action report to the COO-KW&SC and a monthly progress report to the CEO-KW&SC (through the COO-KW&SC), and maintain town-level dashboards on supply status, complaints, and R&M works.

Qualification

Bachelor’s degree in Civil Engineering. Master’s in a relevant subject will be preferred.

Experience

Minimum 8 to 10 years of experience in water management, hydraulic structure, and sewerage-related works planning and execution is mandatory. Prior experience with KW&SC, WASAs, or PHED services is required. Candidates should be capable of designing water infrastructure and RCC designs, and should have sound knowledge of quality assurance engineering and quantity surveying.

Familiarity with GIS, basic MS Excel, and mobile-based data collection

Contract Period

The contract term will be 3 years, which may be extended depending on the individual’s satisfactory performance. Selected candidates will be offered a market-based compensation package.
