📅 Vacancy Details & Eligibility Criteria

Position Title: Chief Financial Officer (CFO) cum Company Secretary (CS)

Number of Posts: 01
Job Location: Peshawar, Pakistan
Tenure: 3-year contract (extendable with mutual consent)
Age Limit: Maximum 57 years as of the last date of application submission.

Educational Qualifications:

Must hold a Master’s degree in Finance from a university recognized by the Higher Education Commission (HEC). OR
Must be a qualified Chartered Accountant (CA) / Cost & Management Accountant (CMA).
Appointment is subject to the SECP Fit and Proper Criteria.

Professional Experience & Skills:

Minimum 10 years of relevant experience in financial management.
At least 5 years must be in a senior financial management leadership role within a public sector company possessing total assets of five billion rupees or more.
Demonstrated experience in strategic financial planning, budgeting, and reporting (preferably within the utility or infrastructure sectors).
Proven track record in managing large budgets, financial controls, and stakeholder relationships.
Prior experience with SAP/ERP implementation is highly desirable.

Salary & Benefits:

MBS-II Scale of the Government of Khyber Pakhtunkhwa (negotiable based on qualification and experience).
For Internal Candidates: Existing pay and allowances will be protected, along with a Special Allowance granted at the discretion of the KPT&GSC Board of Directors.

📋 Functions, Responsibilities & Skills

The selected candidate will be responsible for providing high-level financial leadership and administrative oversight, including:

Strategic Financial Input: Providing leadership on high-level decision-making processes and enforcing strict financial discipline.
Financial Operations: Overseeing corporate financial planning, budgetary controls, costing, taxation, and annual reporting.
Capital & Project Financing: Arranging and structuring project financing through international funding agencies, bilateral/multilateral DFIs, commercial banks, and public/private funding streams.
Internal Controls & Audit: Evaluating and maintaining internal controls and reporting structures in compliance with IFRS and Auditing Standards.
Tariff & Regulatory Affairs: Handling power sector regulatory affairs and formulating/presenting transmission tariff petitions before NEPRA.
Systems & Growth: Driving corporate change by modernizing accounting systems and facilitating ERP/SAP deployment.
Governance & Board Coordination: Partnering with the Board of Directors, Audit & Finance Committees; acting as primary coordinator for meetings, and ensuring compliance with the Companies Act 2017 and SECP regulations.
