The Khyber Teaching Hospital, Peshawar, is an Autonomous Medical Teaching Institution with a Board of Governors, as prescribed by the Government of Khyber Pakhtunkhwa under the Medical Teaching Institutions Reform Act 2015 and amendments therein. MTI KTH is an equal opportunity employer with no gender bias. Applications are invited from candidates for the post mentioned below at Khyber Teaching Hospital (MTI) Peshawar.

This advertisement refers to office advertisement No. INF p 2980, previously published in Daily Aaj Peshawar, Daily Dawn Islamabad (dated 15 June 2026), and Daily Mashriq Peshawar (dated 16 June 2026). This re-advertisement is issued for the information of all applicants regarding the following necessary corrections/amendments for the post of Hospital Director, MTI–KTH.

Note: Those who have already applied for the above-mentioned post under advertisement No. INF p 2980 dated 15 June 2026 need not apply again.

Position Details – Hospital Director (Full Time), 5 Years Tenure

Qualification

a) Master’s Degree in Hospital Management, Health Services Management, Business Management, Public Health or Administration, or any other relevant management qualification from an international or National HEC Recognized University/Institute.

b) A person possessing a recognized Medical Degree may also apply for the post of Hospital Director, with the condition that he/she shall have an additional management degree and experience, provided in this sub-section, and shall have no right to do private practice.

c) Additional preference may be given to candidates having demonstrated experience/certifications in:

  • Healthcare Planning and Health Management Information Systems (HMIS)
  • Digital Transformation
  • Healthcare Project Management
  • Hospital Systems Development
  • Organizational Restructuring
  • Institutional Transformation

Experience

a) Minimum seven (07) years of post-qualification experience of management in an organization or institution, as may be prescribed. Preference may be given to candidates having work experience in a hospital larger than 500 beds.

b) Preference may be given to a person with experience of successfully heading a hospital with the above-mentioned criteria, and preference may also be given to candidates who have successfully led major healthcare reforms, organizational transformation initiatives, accreditation programs, digital health projects, service expansion projects, or large-scale operational improvement programs in major tertiary care hospitals.

Main Responsibility

The Hospital Director shall have the following responsibilities:

1. Core Responsibilities The Hospital Director shall provide strategic and operational leadership for the efficient functioning, management, and continuous improvement of all non-clinical services in support of the clinical functions of the hospital, including:

  • Planning, development, management, monitoring, and continuous improvement of all non-clinical functions of the hospital in support of clinical services and institutional objectives.
  • Promoting efficient, effective, patient-centered, and responsive administrative systems to support the delivery of quality healthcare services.
  • Working in close coordination and collaboration with the Medical Director and other institutional stakeholders to ensure the effective functioning of the hospital.
  • Performing any other duties and responsibilities assigned by the Board of Governors in accordance with the MTI Act, Regulations, Rules, and applicable policies.

2. MTI Framework and Board Responsibilities The Hospital Director shall be responsible for ensuring compliance with the MTI framework and implementation of Board directives, and shall:

  • Ensure compliance with the MTI Act, Regulations, Rules, applicable laws, accreditation requirements, Board directives, and institutional policies.
  • Ensure implementation and execution of Board-approved policies, strategic plans, institutional priorities, and performance targets.
  • Support the Board of Governors in achieving the strategic objectives of the institution through effective planning, monitoring, reporting, and performance management.
  • Facilitate the development and implementation of institutional policies, procedures, and systems necessary for effective hospital administration and operations.

3. Financial Responsibilities The Hospital Director shall act as the Principal Accounting Officer of the hospital in accordance with Chapter VII, Section 35 (Duties of Principal Accounting Officer) of the Khyber Pakhtunkhwa Finance Act, 2022, and shall be responsible for the financial management and accountability of the institution, including to:

  • Prepare and present annual budgets, business plans, operational plans, and periodic performance reports for consideration and approval by the Board of Governors.
  • Ensure financial discipline, transparency, accountability, sound internal controls, and prudent utilization of institutional resources.
  • Ensure compliance with the MTI financial framework, applicable financial rules, audit requirements, and all other relevant legal and regulatory obligations.
  • Monitor financial performance and implement appropriate measures to ensure financial sustainability, value for money, and efficient resource management.
  • Ensure that all financial transactions, procurement activities, and utilization of public resources are carried out in accordance with applicable laws, rules, regulations, and Board-approved policies.

4. Non-Clinical Administrative Responsibilities The Hospital Director shall be responsible for the management and oversight of all non-clinical and support services of the hospital, and shall:

  • Oversee and manage effectively administrative, procurement, human resources, engineering, maintenance, information technology, security, logistics, supply chain, and other support services of the hospital.
  • Ensure the maintenance, development, safety, and optimal utilization of hospital infrastructure, equipment, utilities, and engineering services.
  • Supervise the development and performance of ancillary and support services, including but not limited to pharmacy, nursing administration, materials management, communications, security, and other non-clinical services, in coordination and collaboration with the Medical Director.
  • Establish and strengthen systems for quality improvement, operational efficiency, risk management, digital transformation, and institutional performance monitoring across all administrative and support functions.
  • Develop and maintain effective working relationships with regulatory authorities, government departments, development partners, academic institutions, and other relevant stakeholders on matters relating to hospital administration and operations.
  • Establish appropriate monitoring and accountability mechanisms, including key performance indicators, to ensure efficient utilization of resources and achievement of institutional objectives.
  • Perform any other duties and responsibilities assigned by the Board of Governors in accordance with the MTI Act, Regulations, and applicable policies.

Terms & Conditions

  1. Applications submitted later than the deadline will not be considered.
  2. If the closing date fixed for the receipt of application falls on an official holiday, the next working day shall be considered as the closing date.
  3. No documents will be accepted/changed/replaced once received along with the application.
  4. Incomplete applications without processing fee and after due dates will not be entertained and shall stand rejected.
  5. Experience marks for the relevant experience shall be awarded only to those candidates who provide valid documentary evidence for the claimed relevant experience required for the position applied for.
  6. Only the relevant experience attained by the candidates after the date of obtaining academic qualification will be counted.
  7. It will be the responsibility of the candidate to provide a valid equivalency certificate from HEC or other relevant authorities in Pakistan, along with the application, to justify their academic eligibility for the post applied for.
  8. Degree-in-progress type academic certificates shall not be considered.
  9. Only shortlisted candidates will be called for interview.
  10. In case of selection/appointment, the services of such candidates will be governed under the Khyber Pakhtunkhwa Medical & Teaching Institutions Reform Act 2015 and the rules/regulations framed thereunder, as amended from time to time.
  11. All processes related to selection of appropriate candidates will be done on merit. Any candidate attempting to influence the recruitment and selection process will render the candidate liable for rejection from the selection process.
  12. Candidates already serving with any public or private sector organization or department shall submit their application with a valid NOC through the proper channel.
  13. The following applications will be subject to disqualification and will not be entertained: a. Incomplete applications, i.e. missing Job Application Form, missing or irregular experience certificates, missing Diploma or Degree as per requirement/criteria. b. Applicant convicted by the Court of Law. c. Previous history of dismissal from service. d. Attempts to obtain support for candidature by improper means. e. Misbehavior during interview. f. Late submission, i.e. applications received after the due date. g. Application received without processing fees. h. Candidates found guilty of perjury in documentation/credentials at any stage of the process or employment. i. Emails or by-hand submissions. j. For a qualification to be valid, a degree is a must; mere submission of a marksheet/transcript/DMC/course completion certificate will lead to applications deemed incomplete and will therefore be rejected.
  14. No TA/DA will be admissible for test/interview.
  15. Only a single envelope shall be used per application. Candidates intending to apply for more than one post shall apply separately for each post. Candidates are further required to mention the title of the position on top of the envelope to avoid confusion in the future.
  16. All shortlisted candidates shall produce original documents/credentials at the time of interview.
  17. Selected candidates shall furnish an affidavit on judicial stamp paper of appropriate face value to the effect that they shall not claim at/approach any forum for regularization of their services.
  18. The Competent Authority of MTI KTH/KMC/KCD shall have the undeniable, vested right to increase or decrease the number of vacancies or not to fill the vacancy.
  19. Mere recommendation shall not confer the right of appointment unless approved by the Board of Governors, MTI KTH/KMC/KCD, being the competent authority.
  20. The last date of application submission is 2nd August 2026.
