The Pakistan Mineral Development Corporation (PMDC), a state-owned enterprise operating under the administrative control of the Ministry of Energy (Petroleum Division), Government of Pakistan, invites applications for the recruitment of an experienced professional for its Head Office in Islamabad.

Vacant Positions & Eligibility Criteria

1. HR Consultant (Individual)

Employment Status: Fixed-Term Contract Basis for One (01) Year
Location: PMDC Head Office, Islamabad
Working Hours: Monday to Friday (9:00 AM to 5:00 PM)
Age Limit: Maximum 65 Years on the last date of application submission
Educational Qualification: MBA or Master’s degree in a related field from an HEC-recognized or international institution.
Experience Requirements: * Relevant 20 years of post-qualification experience in handling strategic HR operations in large-scale industrial units in Pakistan or Abroad.
- Minimum 5 to 8 years of experience in a Functional Head / Leadership role in Public Sector Organizations / SOEs of Pakistan with a minimum headcount of 2000 or more employees is essentially required.
- Must possess excellent skills in restructuring HR functions, dealing with CBA and Labor Unions, expertise in compensation framework implementation, talent management systems, succession planning, and HR governance practices.
- Preference will be given to candidates from the Mining / Energy Sector.
- Additional cross-functional experience in Administration / Supply Chain / Industrial Relations is highly preferable.

Terms of Reference (TORs) / Major Responsibilities

Support the development and execution of the Company’s Human Resource Strategy in alignment with corporate objectives.
Direct organizational restructuring, workforce optimization, and HR transformation initiatives to enhance organizational effectiveness.
Support the Management in dealing with industrial relations, collective bargaining processes, and engagement with labor unions to maintain a productive work environment.
Design and recommend compensation, benefits, rewards, and recognition frameworks to ensure market competitiveness and internal equity.
Support in establishing talent management, leadership development, succession planning, and employee retention strategies.
Help to develop performance management and organizational development programs to improve workforce productivity and capability.
Development of SOPs / trainings to ensure compliance with labor laws, corporate governance requirements, HR policies, and public sector regulatory frameworks.
Serve as a strategic advisor to the CEO/MD and Board on human capital planning, organizational culture, and change management initiatives.
